Matters being discussed in the Manager Meeting held on 17 Dec 2004 at Tin Kwong Road. Details are as follows:
1. Playing Uniforms:-
| All players must wear full uniform during the game. If there are new players just join in and the uniform has not been ready yet, the deadline will be on 30 Dec 2004. For the tolerable period, please wear at least the same top stated with team name and number. Any player considered improperly attired by the Umpire-in-chief of the game, or by the Duty Officer at the field will be considered violation of our playing rules and he/she will be suspended for the game. After receiving two verbal warnings, your team will be ejected from its league. |
2. Game Schedule:-
| Monthly schedule will be issued on the 10th day of each month. Any request for next schedule arrangement should be made on or before the 7th day of each month. No postponement will be accepted when the schedule has been sent out. |
3. Responsibility:-
| All home teams after finishing their games, must supply umpires for
the following game. Any team fail to comply with this responsibility will
be penalized HK$250 which will be deducted from their league deposit.
( Note: with the exception of Division MC & WB.) In order to enable the Scorer-in-chief to have full bating data of each player, please submit the line-up sheets of each player full names in English. (For example: Chan Tai Man, not Eric Chan) In order to keep your team well informed, team managers need to update your contact phone no., fax no. and E-mail address. |
4. Walkovers:-
| There should be nine players play at a scheduled game. When less than nine players show up in a game, it will be counted as a walk-over and HK$500 deposit will be forfeited. Any team which gives a total of two walkovers, not necessarily in succession will automatically be ejected from its league and all its registered players without exception will not be permitted to register with other teams in any division for the rest of the playing season. In addition a team which is evicted may be fined, at Councils discretion. You can forgo a game without any penalty but six days notification is needed and must be followed up in writing. |
5. If in case of Inclement Weather:-
| Teams are advised to call up Tin Kwong Road Office ( Tel: 2711 1167 ) and Shek Kip Mei Ball Field ( Tel: 2779 8002 ) minimum an hour ahead of the Scheduled game times in order to ascertain whether the fields are playable. And if the Duty Officer at the field informs you the Ground is playable, then the game will be delayed for an hour against original scheduled time. Furthermore, all scheduled games on that day will be delayed respectively, and if time does not permit the latest game to be played on that day, then the latest game will be cancelled automatically and re-scheduled at a later date. |
6. Local Rules:-
| When the 9th batter is at bat, no run can be scored if he/she has been put out at 1st Base; unless the Batter receives a 9 Balls walk to 1st Base. |
7. Batting Statistics:-
| The required statistics for all Leagues can be obtained from the office through Ms Au Yeung; once the Scorer-in-chief has finalized the Averages. For further information, please contact Ms Au Yeung Ching for details. |
8. Line-up Sheet:-
| Please be advised once again that it is a MUST that all teams submit their Line-up sheets to the Scorer of the game 15 minutes before the scheduled game time, failing which the Chief Umpire of the game can forfeit the game to the Opposing team. |
All the above mentioned league games scheduled
to be played at Shek Kip Mei and Tin Kwong Road, are all played under I.S.F.
rules, with the exception of the following local rules, viz:-
| 1. An inning is considered over after 3 outs or after 9 batters have batted in order. |
| 2. Further to one (1), the 9th batter is entitled to a WALK HOME on
the 9th balls pitched to her/him, or a pitched ball hits
the BATTER and/or the Catcher causes an interference. |
| 3. The maximum allotted time for one scheduled game is One hour and
thirty minutes (1.5 hours). But, once the game
reaches. One hour and twenty minutes (1hr. & 20 minutes) with both sides completed their turns at bat, the Chief Umpire will call off the game. And if an inning has started, it has to be completed, irrespective of time. Furthermore, if the Score ties after 1.5 hrs play; and to start with any extra inning, the offencing team must put a base runner on 2nd and 3rd base and play until the score is decided one way or the other. |
| 4. It is mandatory for Batters to wear a Helmet at Bat; otherwise,
the Chief umpire will call the Batter out.
OR A team leads the other by 15 runs after the completion of the 3rd inning, the Chief umpire will call the game off. |
| 5. Furthermore, the Commissioner of League Affairs, subject to prior
notice, reserves the right to make alterations and
amendments to any local rules mentioned above for the three leagues. |
With immediate effective, catcher needs to wear catcher helmet and throat
guard for your own protection. Batter needs to wear helmet when batting
and base running. If players not having the equipment mentioned above,
the game will be call off immediately. Please submit your request to the
Association for any help in ordering equipment overseas.
